Alex from TinyBuild (the publisher for SpeedRunners) posted a thread on the game's official Steam forum:
"This thread is to officially confirm that anyone can record footage of SpeedRunners, post it wherever they want, and monetize it. We will not file any copyright claims and explicitly WANT you to make money off playing SpeedRunners on Youtube, Twitch or wherever."
There are no explicit rules against streaming only for paid subscribers on Twitch. I would recommend contacting the developer for certain just in case as an extra precaution.
