There is no statement from PopCap games. Please refer to the page on EA instead. You can monetize your YouTube videos and there are no limitations preventing Twitch subscriber-only streams. PopCap doesn't use any licensed properties (that I'm aware of) so there shouldn't be any issues using their games at all.
