I was not able to find any policy statements from SIE or Sony. In my research, it looks like others have attempted to contact Sony in regards to their policy on YouTube to no avail. I would suggest attempting to contact them or each individual developer for each respective game, though I wouldn't be too hopeful. For example, prior to being acquired by SIE, the developer Insomniac Games used to have a video policy on their website in regards to YouTube but it has since been taken down.
