Team17 used to have a page about YouTube monetization on their knowledge base. The following is from the archived version of that removed page (linked in the source below):
"We’re thrilled that you want to make videos about our games! Team17 grants an open license for anyone to use footage from our publically available games in their video creations. We also grant permission for you to monetise those videos, on the proviso that you provide viewers with a link to buy the game. You can do this either in the video itself, or on the same page where the video will be hosted (EG – YouTube description / Twitch channel info). We also ask that you tweet us or email us with a link to your video, we may choose to help you promote it!"
This page no longer exists and a replacement page with an updated statement is not yet available. It is likely YouTube will not consider this as valid permission so you may have to contact the developer directly if needed.

What it Means
No official policy currently exists
Based on a previous official policy:
Videos and streams ARE allowed
You CAN monetize on YouTube and Twitch with ads and subscriptions
You MIGHT NOT be able to sell or charge for access to your content (this would include Twitch "subscriber only" streams)
Any licensed IP or music not owned by the publisher are not covered by this policy
